Quality child care is essential for working families—but it can also be one of the biggest household expenses. Fortunately, many families in the Rio Grande Valley qualify for financial help through state, federal, college, and employer-based programs that are designed to make child care more affordable.


At Edutainment Zone, we work with families every day who are using these programs successfully to reduce or even eliminate their child care costs. Whether you're a working parent, a college student, a federal employee, or active military, there may be a program that fits your situation.


Below, we’ve gathered some of the most common resources that local families use—including Workforce Solutions, college support programs, and new tax credits coming in 2026.

  1. Workforce Solutions’ Child Care Services (CCS): A Lifeline for Working Parents

    One of the most widely used child care assistance programs in the Rio Grande Valley is Child Care Services (CCS), administered by the Texas Workforce Commission and offered through local Workforce Solutions offices. This program helps cover the cost of child care for families who are working, going to school, or in training.


    As of January 2025, the CCS application and waitlist process is fully online statewide. You can apply directly at Texas Child Care Connection, click here. It’s worth applying—even if there’s a waitlist.


    Who Qualifies for Child Care Assistance through CCS?

    Parents must be working or enrolled in school or training for at least 25 hours per week if they are in a single-parent household, or a combined 50 hours per week if in a two-parent household, or actively searching for a job (in which case temporary child care assistance may be available).

    Income must be under the 85% State Median Income (SMI) limit. For example, as of October 2024–September 2025:

    • A family of 2 must earn less than $4,971/month

    • A family of 4 must earn less than $7,311/month

    • A family of 6 must earn less than $9,650/month [See full chart here]


    If you qualify, your child care will be partially or fully covered by the program, and you’ll be responsible for a sliding-scale parent fee based on income.


  2. Child Care Help for Border Patrol & CBP Families

    If you work for U.S. Customs and Border Protection (CBP), you may be eligible for a special child care subsidy program that helps reduce your out-of-pocket costs. This program is available to qualifying CBP employees—including those working in enforcement, field operations, or administrative support roles.


    The application process is simple and can be completed online. Families are required to submit basic documentation, including proof of employment and income, and select a licensed provider—like Edutainment Zone—to receive the subsidy.

  3. Federal Employees

    If you’re a federal employee, you might also be eligible for a child care subsidy through your agency. Several departments—including the CDC, U.S. Department of State, Environmental Protection Agency, and many more—offer financial assistance to help employees afford licensed child care.

    Tip: If you work for a federal agency—even if it's not CBP—it’s worth taking a look. These subsidies are often underused and can significantly reduce your child care expenses.

  4. STC Students: Get Child Care Support Through the PASS Program

    If you're a student at South Texas College (STC) and pursuing a Career & Technical Education (CTE) program, you may qualify for child care assistance through the PASS Program. PASS (Providing Academic Support to Students) is designed to help CTE students succeed by removing barriers—including the cost of child care.

    Eligible students must be enrolled in a CTE program, demonstrate financial need, and meet other basic requirements. Applying is easy through STC’s student services portal.

  1. Military Child Care in Your Neighborhood (MCCYN program)

    We are proud to accept Military Child Care in Your Neighborhood (MCCYN) fee assistance for eligible families. This program helps cover the cost of child care for active duty members of the Army, Navy, Air Force, Marines, Coast Guard, Department of Defense, and U.S. Secret Service. If you’re a military family looking for high-quality care while using your MCCYN benefits, we’re here to help.     Coming in 2026: Bigger Tax Credits for Child Care

    A new federal tax law has been approved that expands support for working families beginning in the 2026 tax year. Families who pay for licensed child care may qualify for two major tax benefits:


    The Child Tax Credit will increase to $2,200 per child under age 17, with up to $1,700 refundable—meaning eligible families could receive money back even if they owe little or no taxes.

    In addition, the Child and Dependent Care Tax Credit allows families to claim up to 35% of $3,000 in child care expenses for one child (or $6,000 for two or more), depending on income. That translates to a potential credit of $600–$2,100 to help cover the cost of licensed care.


    These credits are designed to make high-quality care more affordable and accessible. While some implementation details are still being finalized, this is great news for families budgeting for child care in the coming years.
